Don Powell founded TPG Technology Consulting Ltd. in January of 1991, and in the last 20 years TPG has been successful in obtaining government contracts and has expanded to become one of the major suppliers of highly skilled IT professional services in the Ottawa area.
Today TPG Technology Consulting Ltd. works with approximately 300 professionals and associates, most of whom are senior consultants with ten or more years of experience in information systems.
Through its history, TPG Technology Consulting has attained and held a strong financial position. It has done so while also relying on key principles of business ethics and sound management. By maintaining a strong financial position, being steadfast on ethical standards for business and staying true to a reputation of excellent customer service, TPG Technology is a reliable and competent long-term partner for solutions in IT that will accommodate clientele from now to well into the future.
Sister Companies
TPG has five sister companies:
- Wilcom Systems Ltd. was established in 1986 to help clients plan for, acquire and use information technology effectively. The main services that they provide are long range strategic and operational planning, applications development, network implementation and design, LAN support, Service Desk design, implementation and operation, and business continuity planning.
- Logic 2000 Inc. offers professional services including assignments where they provide senior Program/Project Management, Knowledge Management, Business Analysis, Governance and Strategic Planning, Capacity Planning, Quality Assurance, as well as the full compendium of IT services. More specifically, they are specialists who provide a wide range of services such as vertical and horizontal solutions, line-of-business applications, client server implementation and systems integration. Logic 2000's clients benefit from complete, managed solutions, based on state-of-the-art technology.
- Marketware is based in Ottawa, where they develop and market (internationally) a software system for the production and distribution of catalogues. Currently, Marketware's main business activities are in the automation of product catalogues for the automotive after-market sector.
- The Devon Group Ltd. was established in the late 1980’s and offers services in information systems technology consulting and management. With a resource base of over 200 consultants, the Devon Group Ltd. can provide expertise for organizations seeking to improve efficiency and quality of IT services delivery platforms and infrastructure. The Devon Group can assume a wide range of roles, from full project management to specific individual consulting expertise.
- Spearhead Management Canada Ltd. offers a wide range of services, including application development and maintenance, web development, project management, systems analysis, help desk support, and IT architecture.

Service Management
TPG has extensive experience in the area of Service Management for Information Technology. For some time now TPG has adopted and utilized the ITIL system as a basis for Service Management. This system is popular as a best practices model for the administration Service Management. The system of ITIL is extensive in its engagement but it is not complex.
Best practices are incorporated for Service Support and Service Delivery. The building block process of ITIL allows flexibility for organizations in adopting the principles while not sacrificing the overall protection and structure that the system provides. |

Donald R. Powell - Founder and President
Don Powell has more than 25 years of experience in the provision of IT professional services in Canada. Mr. Powell’s career started in 1968 at Statistics Canada, where he was employed for 10 years. Throughout the 1970s, he gained extensive knowledge of both the computer industry and government operations. In the early 1980s, Mr. Powell worked for several large computer service companies providing services to major organizations in Canada and the United States. From 1984 until 1987, Mr. Powell worked as an independent consultant, in association with major IT suppliers such as DMR and Amdahl Corporation. In 1987, Mr. Powell formed a partnership, Thurgur Powell Associates, to provide computer services in the Ottawa area.
Mr. Powell has also pioneered a highly successful Contractual Joint Venture (CJV) model that has allowed Small and Medium Enterprises (SME) Canadian companies to participate in large government contracts on an equal basis with the largest information technology companies in the world. This model provides high quality and responsive services, without the high overhead costs of very large companies. Over the last few years, the CJV model, often involving as many as 10 partner companies, has been successful in winning competitive procurements at DND, CCRA, PWGSC, RCMP, and other organizations.
Mr. Powell founded TPG Technology Consulting Ltd., in 1991, and in the last 15 years TPG has been successful in obtaining government contracts as has expanded to become one of the major suppliers of highly skilled computer staff in the Ottawa area. Mr. Powell also resides on the Board of CABiNET, which includes more than 19 companies with over 1,200 IT resources. CABiNET is the largest supplier of consulting resources to the Federal Government in Ottawa. |
